CONSTITUTION OF THE NORTH EAST INDIA POLITICAL SCIENCE ASSOCIATION

PREAMBLE

WE THE MEMBERS PRESENT GIVE UNTO OURSELVES AND ADOPT THIS CONSTITUTION FOR THE NORTH INDIA POLITICAL ASSOCISTION ON THIS 4TH DAY OF NOVEMBER, 1991.

1. The name of association shall be the North East India political science Association.

2. The objects of the association shall be -

a. The advancement and popularization of political science;
b. Scientific study of political problems and public affairs;
c. Holding of annual conferences, occasional seminars and arranging of lectures ;
d. Publication of journals , articles and lectures, pamphlets and books etc;
e. Co-operation with the India political Science Association and other organizations similar objects;
f. Performance of all other acts that may be conducive to or necessary for the fulfillment of the objects ;and
g. To organize and help research in political science.

3. a. The membership of the association shall be open to teachers of political science and such other persons who are interested in the study of political science, residing ordinarily in: North East India.

b. Outstanding persons working in areas related to the aims and objects of the association may be elected as patrons advisers by the executive committee for a period decided by the executive committee.
c. Membership, election of patrons/advisers, and termination of membership of the Association shall be governed by the rules framed by the executive committee, approved subsequently by the General Body.

4. The annual fee for ordinary membership shall be Rs-30/- payable before 31st march , every year. The fee for life membership shall be Rs 300/- post graduate and research students may become associate members by paying Rs-10/-annually .amended to rs.400/-,Rs-50/-and rs.15/- respectively by the general meeting of 21122000.At present ,the fee for life membership shall be Rs 500/- as amended in its general meeting on 23/01/2004.

5. The Association shall apply for and receive grants, endowments and donations from donations from individuals and organization including the governments and various funding agencies.

6. The members of the Association shall be entitled to the following rights and privileges;

a. To attend the meetings and conference of the association and to participate in their proceedings .
b. The right to vote and hold office shall be confined to ordinary and life members only
c. To receive without payment such publications of the association as may be determined by the executive committee.

7. The executive committee of the association shall consist of:
a. 1.President 2.five vice –president (as per resolution dtd. 24/11/1992) 3.General Secretary 4. Joint secretary 5. Treasurer and 6.Ten other members (as per resolution dtd. 24/11/1992) 7. The outgoing president shall be an ex –executive member(b) The tenure of the office –bearers and the executive members shall be one year from the date of election.

8. The office –bearers and other members of the Executive Committee shall be elected at the annual meeting of the Association which shall be held along with the annual conference.

9. The president of the association shall be the president of the ensuing session of the conference.

10. The president shall preside over the meetings of the association and of the executive committee and conduct their proceedings. He shall be responsible for seeing that the rules, regulations and bye –laws of the association are observed and the resolutions are property carried out. He shall have a casting vote in case of a tie.

11. In the absence of the president one of the vice –presidents, nominated by the members present shall present the duties of the president.

12. The duties of the general secretary shall be as follows:
a. To conduct the correspondence of the association and of the executive committee and to sign all papers on behalf of the association.
b. To circulate notice and agenda of the meetings of the association and of the executive committee;
c. To maintain the minutes of the meetings
d. To keep in charge the office books and registers of the association ;and
e. To publish with the approval of the executive committees lectures ,articles, reports and proceedings etc.
f. Any other matter as may be referred by the executive committee.

13.The duties of the treasurer shall be as follows;

a. to maintain accounts ,to make payments, to prepare the annual budget and the annual report and to place them before the executive committee and the association for approval.

14.The joint secretary shall assist the general secretary in his absence .

15. Subject to the direction and control of the association the management and control of the association shall vest on the executive committee.
The executive committee shall have the following powers and duties:
a. To give effect to the decisions of the association ;
b. To manage and administer the affairs and funds of the association ;
c. To approve the budget prepared by treasurer;
d. To sanction expenditure;
e. To approve the annual report and lay it before and lay it before the association for final approval .
f. It shall have the authority to undertake all measures and to do all acts necessary for the realization of the objects of the association;
g. It may mark bye –laws for the conduct of the affairs of the association subject to the approval of the association ;
h. It may recommend to the association changes in the constitution and rules.
i. It shall meet at least twice in a calendar year;

16. The quorum required for the meeting of the executive committee shall be 5.

17. The association shall have the following powers and duties ;

a. It shall determine all general questions of policy consistent with the objects;
b. It shall elect the office –bearers and other members of the executive committee;
c. It shall approve the budget;
d. It shall receive the annual report and financial statements and pass resolutions on them;
e. It shall have the final powers to amend the constitution by 2/3 majority of the members present and voting;
f. The quorum required for the annual meeting of the association shall be 30 or 1/5 of the total membership which ever is less;
g. It shall elect two internal auditors.

18. The association shall sue or sue or be sued in the name of the president of the association in accordance with the provision laid down in the relevant provisions of the Indian societies of registration act (xxi of 1860). In the event of dissolution of the association ,the assets of the association shall be handed over as per provision laid down under section 13 and 14 of the Indian societies of registration act (xx1 of 1860)

RULESREGARDING MEMBERSHIP

Rules under clause 3© of the constitution of the north east India political science association.

1. Application for annual/life membership shall be submitted in the prescribed form approved by the association.

2. All membership applications shall be received by the general secretary and will be placed place the executive committee for approval .Provided that provisional membership may be accorded by the general secretary pending approval by the executive committee. However, if any particular application is rejected by the executive committee the provisional membership shall stand cancelled and the fee received by the association shall refunded to the applicant.

3. Provided that annual membership once accorded shall remain valid upto 31st of march of the relevant year. Unless renewed before 31st of march every year such membership shall stand terminated. Membership thus terminated. Membership thus terminated may however be revived on request and payment of dues if any.

4. Provided that if any member acts in a manner prejudicial to the aims, objectives and interest of the association ,then any member of the executive may bring

a motion recommending suspension/termination of the membership of the member concerned. such suspension/termination if approved by the executive committee, shall come into effect immediately but will have to be placed before the general body for approval .provided further that while suspension may be for specific periods ,and therefore after the expiry of such specific term the membership shall be revived general body shall be irrevocable.

RULES GOVERNING ELECTION OF PATRONS UNDER CLAUSE 3© OF THE NEIPSA CONSTITUION

1. Provided that members of the executive may individually or collectively propose to elect any scholar of reputation as patron of the association .Such proposals shall be placed before the executive committee for consideration. Provided that if such proposals are accepted by the executive committee the patron elected may be formally accorded reception in the following annual conference

2. Provided that not more than two patrons shall be elected during the them of any particular executive

RULE GOVERNING PRIVILEGES OF PATRON

1. All patrons of the association irrespective of their status of membership are entitled to attend the annual the annual conference and such other functions as may be organized by the association from time to time. They are also entitled to receive all publications of the association free of cost.

REGULATIONS –REGARDING ELECTIONS UNDER CLAUSE 8 OF THENEIPSA CONSTITUTION

1. Provided that so far as the right to contest elections and vote are concerned only confirmed members of the association will be deemed to only the members of the association. Provided further that the executive shall meet t least 3 (three) month and not more than 6(six)months before the date of the annual conference and consider the applications for membership for the relevant year .consequently the general secretary will prepare a list of these members at least one month before the date of the conference.

Provided that notwithstanding regulations governing membership life membership once confirmed by the executive shall remain valid for the life of the member concerned and thus such members will have the rights to contest and vote in elections.
